Came across a 'Hands-Free Bungee Running Leash' or 'hands free dog leash' which you can got for $15-20 bucks on the big evil amazon...
basically the same thing as the $40-50 "pow surf " ones.
Friggin B has theirs at $75.

as a result of googling after reading this post, IG set me up with this lovely ad:
not sure of the use case here, but a lifestyle change may be needed if this is how folks are walking their dogs.

Obviously rescue/evac is what they're for, not just carrying for fun, haha. We bring a FidoPro Airlift when we hike with the dogs (offseason only - we don't do winter bc stuff with our dogs).
