i remember reading somewhere that most board length measurements come from the core blanks size vs the final finished board.
but swallowtails always make things a little funky for measuring, ie itโs based on where the โtipโ of the tail would be without the swallow cutout, not the ends of the individual swallow wings.

If you measure from above none is the same, but have you measured the board below?

I think some measure the total length, some the normal distance from nose to tail, and some just miss or adjust or add a different finish or round up the numbers and donโt really care. Rounded shapes can throw off a measurement by a little in design software too.
